Neelu Ranjan, New Delhi To avoid the blacklist of the Financial Action Task Force (FATF), Pakistan did not even refrain from fooling the world. Now after the fraud has been caught, Pakistan is being considered to go to black list. Not only that, FATF has made it clear in its latest report that even after joining the surveillance list, the suspected terrorist funding in Pakistan has gone up by 1.5 times last year. In the FATF meeting in September, a decision can be made on blacklist of Pakistan.

The FATF's annual meeting, which started three days after the Pulwama attack, presented evidence of the involvement of Pakistan-based terrorist organization Jaish-e-Mohammed. India had said that despite international pressure, terrorist organizations such as Lashkar-e-Taiba, Jaish-e-Mohammed and their front organizations are active in Pakistan and they have got an open exemption to raise fund to carry out terrorist activities. India sought to include Pakistan immediately on black list. But to avoid the blacklist, Pakistan resorted to fraud and now this lie has been captured.

In fact, on February 21, on the eve of FATF's proposal to be passed, Pakistan announced the joining of Lashkar-e-Taiba's front organization Jamaat-ul-Dawah and the Falah A Humanity Foundation on the restricted list of terrorist organizations, one day before, on February 21. An official statement from Pakistan was also issued in this regard. By doing so, Pakistan tried to show FATF member countries that it is serious about preventing terror funding and should be given some time for it. Obviously FATF has assured Pakistan to take concrete steps to stop terrorist funding till May, depending on Pakistan and keeping it under surveillance list.

But on Monday, as soon as Pakistan updated the online list of terrorist organizations with restricted and monitored lists, the fraud was caught. According to this, the Jamaat-ul-Dawah and the Falah A Humanity Foundation were included in Schedule-2 on February 21, 2019, which is a list of terrorist organizations not kept in the banned terrorist organizations but in the surveillance. The interesting thing is that on July 27, 2017, Pakistan had included Jamaat ul-Dawah and Falah A Humani in the surveillance list. It is clear from the list of January 2017 and February 2019 that Pakistan has just changed the date in the list. After getting this fake, Pakistan's FATF's blacklist is being considered.
After coming to FATF's monitoring list last year, Pakistan may be claiming to take steps to stop terrorist funding, but the fact is that during this period, suspected terrorist funding has increased by 57 percent in Pakistan. According to FATF's latest report, there were a total of 5548 suspected terrorists in Pakistan in the first year of the surveillance list. After joining the surveillance list, it increased to 8707 in a year. FTF has asked Pakistan to take effective steps to stop terrorist funding till May, giving strong warning. In June, FATF will review the steps taken by Pakistan. If these were not found sufficient, then in the FATF meeting in September, it would be considered to blacklist Pakistan.

Pakistan's bankruptcy can come out

In the last one year, the impact of the surveillance list is already visible on Pakistan's economy. In comparison to the Pakistani rupee dollar, this year, at present, it has reached Rs 142 in place of 102 rupees and its foreign exchange reserves have been reduced to seven billion dollars. The reason is that after coming to the surveillance list, there is no one ready to invest in Pakistan nor is it easy to get the loan. Multinational companies are reluctant to do business in Pakistan or from companies there. Sensitive countries are avoiding financial transactions with Pakistan on the basis of terrorism. After coming to the restricted list, it will be even more difficult for Pakistan to get foreign investment or a loan.
